Europe's counter-drone spending is outpacing its rulebook
Airbase and airport incursions have triggered a procurement surge. The hard part — deciding who is allowed to shoot what down, and when — is lagging badly.

European C-UAS spending has risen roughly 700% between FY23 and FY26, an increase of more than €2bn, and that was before NATO allies committed to the Drone Edge Initiative at Ankara in July: more than $40bn over five years for counter-drone capability, drone procurement and operator training. Globally, publicly announced C-UAS contracts passed $29bn in the first quarter of 2026 alone. Contracts are being signed faster than at any point in the sector's history — and faster than the legal frameworks governing their use can keep up.
A layered market takes shape
Procurement is consolidating around layered architectures: passive RF detection, radar and electro-optical tracking, electronic-warfare effectors and, at the hard end, kinetic interceptors. Germany's BAAINBw has commissioned ESG and Hensoldt to fit kinetic effectors to the ASUL system; the Dutch MoD went to Anduril in May; Hensoldt has taken more than €100m in Sky Shield-related orders through Diehl. The NATO counter-drone marketplace announced at Ankara is an explicit attempt to fix the interoperability mess this fragmentation has produced.
The authority question has not moved at the same speed. Research published this year found the interval between detection and disruption at a European airport is under five minutes, yet few airports hold the legal authority to act on what they have detected. Across ports, energy networks and data infrastructure, operators can see hostile UAS activity and are legally barred from responding to it. Copenhagen and Oslo closed runways rather than engage. On 29 May, Romania explained that it had not engaged a Russian drone that went on to strike a residential building — citing rules of engagement requiring positive identification and authorisation before firing over populated areas, alongside a genuine capability gap against Shahed-class munitions.
The autonomy question
The next generation of systems compresses the detection-to-effect timeline below human reaction speed, forcing uncomfortable questions about pre-authorised autonomous engagement. Two documents may eventually answer them. The European Commission's Action Plan on Drone and Counter Drone Security, published on 11 February, sets voluntary counter-UAS performance standards for end-2026 and an EU-level regulatory framework by 2030 — a timeline that assumes the threat waits. NATO's first counter-UAS doctrine has reportedly been tasked with an ambition to land by year-end, and would be the first serious attempt to standardise where a human sits in the loop.
Until one of them arrives, Europe is buying hardware first and writing the rulebook second.
